Voice Analysis Study Shows Chance Level Effectiveness & High False Positive Rates

The following abstract was published in the Journal of Forensic Sciences - Volume 54 Issue 3, Pages 642 - 650 - March 30, 2009

Stress and Deception in Speech: Evaluating Layered Voice Analysis

Abstract: This study was designed to evaluate commonly used voice stress analyzers—in this case the layered voice analysis (LVA) system. The research protocol involved the use of a speech database containing materials recorded while highly controlled deception and stress levels were systematically varied. Subjects were 24 each males/females (age range 18–63 years) drawn from a diverse population. All held strong views about some issue; they were required to make intense contradictory statements while believing that they would be heard/seen by peers. The LVA system was then evaluated by means of a double blind study using two types of examiners: a pair of scientists trained and certified by the manufacturer in the proper use of the system and two highly experienced LVA instructors provided by this same firm.

The results showed that the "true positive" (or hit) rates for all examiners averaged near chance (42–56%) for all conditions, types of materials (e.g., stress vs. unstressed, truth vs. deception), and examiners (scientists vs. manufacturers).

Most importantly, the false positive rate was very high, ranging from 40% to 65%. Sensitivity statistics confirmed that the LVA system operated at about chance levels in the detection of truth, deception, and the presence of high and low vocal stress states.

  • Failed polygraph test leads to a Father's confession of smothering his six month old daughter. See Video Below.


  • A Police Chief investigating a crime asks the suspect take a polygraph and the suspect refuses. At trial, the same Police Chief mentions the word 'Polygraph' during his testimony on the investigation and a mistrial is declared. Did I miss something??? Since when has it become taboo to mention the word 'polygraph' in this context? A witness is simply describing the events of the investigation as they occurred. It has nothing to do with results because a test was never taken, there are no results. I'm either missing some important detail or it is as it appears to be, completely absurd. This was in Pittsburgh, Pennsylvania. Anyone have any idea what is really going on here? Please comment below the articles if you do. There is a video and article at the following link.

  • The following video does not concern polygraph directly, however, it appears that Polygraph is possibly being used in the Phillipines by Kentucky Fried Chicken as part of a way to eliminate long time employees and hire new 'contractual' employees, on whom the company is not required to pay benefits. If anyone has info on what appears to be large scale polygraph testing in the Phillipines, please comment below the news area with any insights. (The video is not in English, but someone has helpfully included English Annotations on the video so you can follow the story)

A message from the Director: Leonard Salcedo

The Orange County Polygraph Institute (OCPI) is opening its doors this summer in beautiful Mission Viejo, California. OCPI was founded by Leonard Salcedo, who serves as President and Director of the school. Mr. Salcedo founded the school because he felt there was a need for standardization in the industry and for comprehensive training in the use of federal polygraph formats for local law enforcement and private polygraph examiners.

Mr. Salcedo is the Officer-in-Charge of the Los Angeles Police Department’s Polygraph Unit, and has used these formats extensively for police applicant screening as well as for criminal polygraph examinations. As a member of the LAPD Polygraph Unit, he and his staff received extensive training (by the Defense Academy for Credibility Assessment - DACA) in the proper use of these formats. Mr. Salcedo’s goal is to provide quality training, not only to new examiners entering the polygraph field, but also to experienced polygraph examiners who want to maintain or improve their skills.

Mr. Salcedo has compiled an impressive staff of primary and guest instructors who have extensive and varied experience in the law enforcement and polygraph fields. Joanne Honea, who also works as a Lead Polygraph Examiner and Training Coordinator of the LAPD Polygraph Unit, serves as OCPI’s Assistant Director and Primary Instructor. Other primary instructors include current and former law enforcement officers from various local and federal agencies, including the LAPD, NCIS, and other Southern California law enforcement agencies.

All OCPI instructors have unique skills or professional experiences that they bring to the classroom to make the instruction relevant to real-life situations. It is the mutual goal of OCPI staff to provide quality instruction in a hands-on environment. Recognizing that polygraph is a perishable skill, and that extensive research in recent years has led to significant advances in the field, OCPI offers a variety of continuing education classes so that examiners can keep abreast of the latest information and technology available.

OCPI has applied for accreditation by the American Polygraph Association (APA) and will undergo the evaluation process during the first Basic Polygraph Examiner course, scheduled to begin in September. Mr. Salcedo has been working closely with members of the APA Accreditation Committee in order to prepare for the accreditation process. He has designed OCPI’s curriculum to exceed the minimum standards set forth by the APA and feels confident that the accreditation process will progress smoothly. As a gesture of good faith to students, OCPI will be offering its first Basic Polygraph Examiner course at a reduced rate of $2,500, due to its pending accreditation status. Upon receiving full APA accreditation, the fee for future Basic Polygraph Examiner courses will increase to a standard competitive rate.

During the 2009 Annual Seminar, hosted by the American Association of Police Polygraphists (AAPP) this past May, OCPI received official “recognition” as a polygraph school. This process required that OCPI submit its curriculum and related documents for review by the Board of Directors. Upon completing its review, the Board voted unanimously to welcome OCPI into its family of recognized polygraph schools. As a result, courses completed at OCPI qualify toward continuing education credits required for maintaining membership in the AAPP.

OCPI’s Basic Polygraph Examiner Course is a nine-week block of residence instruction and will begin on September 8, 2009. The class meets Tuesdays – Saturdays, from 8:00 am to 5:00 pm daily and concludes on November 7th.

OCPI’s continuing education classes include:
  • Advanced Polygraph Examiner Course (40 hours) - Comprehensive training in the following federal formats - ZCT, AFMGQT, LEPET, TES, as well as legal updates and countermeasures.
  • Post Conviction Sex Offender Testing (PCSOT) (40 hours) - This course is designed to comply with the newly revised Model Policy set forth by the APA.
  • Interview & Interrogation (24 hours) – The focus of this course is in developing skills for interviewing difficult witnesses (i.e. terrorist suspects, officer-involved shootings, etc.).
On-line registration is available for all courses offered.

OCPI has arranged for discounted housing for students at the beautiful Doubletree Hotel, located just a few minutes away in Dana Point, directly across from Doheny Beach. The special OCPI low rate includes parking, breakfast and Internet access.
